The future of utility policy and management is shaped by the knowledge, experiences, ideas, and perspectives that inform its research and practice. Addressing the field’s evolving challenges and opportunities requires sustained intellectual exchange across scholarship, professional practice, policymaking, regulation, industry, and the communities utilities serve.
Utility P&M Voices provides an enduring platform for this exchange. It creates intellectual space for diverse perspectives to advance new ideas, challenge prevailing assumptions, illuminate emerging problems, inspire fresh thinking, and help shape the future direction of utility policy and management research and practice.
Grounded in freedom of expression and thought leadership, Voices welcomes substantive, original, and forward-looking contributions in written, audiovisual, and creative formats. Through thematic issues and curated collections, the publication seeks to transcend conventional constraints of form, foster critical engagement, connect insights across research and practice, and enable individual contributions to inform a cumulative process of intellectual development.

Messages of Support, Insights, and Inspiration from Leaders in Utility Policy & Management
Launched in connection with the inaugural gathering of the Utility Policy & Management Community at the 2026 APPAM Fall Research Conference in Boston, Massachusetts, on November 7, 2026, the inaugural issue of Utility P&M Voices brings together messages and reflections from distinguished scholars, regulators, and industry leaders.
We are honored to feature contributions from:
Ann Rendahl — NARUC President; Washington UTC Commissioner
Megan Mullin — Professor of Public Policy, UCLA
Sanya Carley — Vice Provost and Professor, University of Pennsylvania

These contributions explore the evolving responsibilities of utility regulators, the transformation of essential service systems, the importance of human well-being and rigorous inquiry, the value of multidisciplinary expertise, and the opportunities and challenges of electrification.
Utility P&M Voices welcomes contributions on an ongoing basis from scholars, practitioners, policymakers, regulators, industry professionals, students, and others engaged in utility policy and management.
We invite substantive, original, and thought-provoking contributions that advance new ideas, challenge prevailing assumptions, examine significant questions, share insights and experiences, explore emerging challenges and opportunities, and inspire fresh thinking about the future of utility policy and management research and practice.
Contributions may address research, professional practice, policymaking, regulation, governance, organizational management, technological change, community experiences, or other issues relevant to utilities and the communities they serve.
Whether you are presenting an emerging idea, reflecting on professional experience, questioning conventional approaches, or proposing new directions, we welcome your perspective.
